It's not necessarily bad; it's just different and gives the impression that this anime will try to cover a significant portion of the original source material by showing different parts of the story simultaneously.

It'll cover the whole story. 12 volumes in two cours, so two episodes per volume checks out. This pacing is feasible; Helck's volumes have short chapters and tons of bonus content.
